Rijeka is the working Kvarner hub: less resort-polished than Opatija, but stronger for transport, veterinary depth and bad-weather backup. Leashed dogs fit well on Korzo, the Molo Longo breakwater and the Trsat castle approach if you plan around heat and stairs.
