Pula combines a working port city with a Roman heritage centre and a peninsula of pet-tolerant rocky coves. The Arena is open to leashed dogs by day. Stoja, Verudela and the Premantura peninsula 10 km south carry the bulk of the dog-beach load: marked sections, shaded coves and rock entries that work outside the peak July-August windows. Pula is also the southern Istrian referral point for veterinary out-of-hours cover.
